Proposal Analyst

Reporting directly to the Proposal Manager within our Business Development Department, the Proposal Analyst’s primary responsibilities will include the following:

Ensures that documents submitted are accurate and properly reflect costs and appropriate language consistent with the project parameters/specifications. Further, clarifies text and graphics for thought, continuity, applicability, and readability.
Works closely with other members of the Request for Proposal (“RFP”) Team and generates a schedule for each proposal and action items for the RFP Team.
Analyzes, coordinates, and produces quality responses to Requests for Proposals, Requests for Information, Scoping Documents, and Questionnaires received by our Business Development Executives.
Responsible for the entire proposal process, which includes analyzing and understanding the scope of the request, initiating communications with the Request for Proposal Team and writing responses. Responses must accurately underscore the strengths of Octagon’s products and services and be generated in a timely manner to meet the needs of our clients.
Interacts with Operations and other departments to collate historical data as appropriate for current projects to help ensure more consistent and realistic costing and pricing estimates. Ensures maintenance of master spreadsheets with current labor rates and other costs.
Actively participates in proposal related meetings and calls and facilitates the transition on new projects from Legal Affairs and Business Development to Operations.
Assists in the development, maintenance and updating of documentation and application of the proposal process, proposal and budget templates.
Compiles and maintains an electronic proposal repository and tracks and reports on pending and awarded projects.

The successful candidate will have a combination of the following skills/experience:

BS/BA degree and a minimum of 2 year’s of direct experience in proposal development combined with 3 – 5 years of general business experience, preferably in a CRO or pharmaceutical company.
Familiarity with the data management, statistical programming or regulatory services to the life sciences industry preferred.
Demonstrate experience writing/responding to complex bids with the ability to balance multiple priorities and a willingness to work simultaneously on multiple proposals to meet tight deadlines.
Excellent verbal and written communication skills including strong technical writing and editing skills combined with a keen eye for detail are essential.
Strong software skills including: MS Word, Excel, Outlook, PowerPoint, Visio, and MS Project.
Must possess an analytical ability and judgment to determine appropriateness of RFP responses.
Interpersonal, motivational, and leadership capabilities to effectively work with internal departments as well as clients, consultants and contractors.
Ability to cooperate positively as a team member exhibiting flexibility and open-mindedness.
